Short answer. Brushing is still the most useful thing you can do at home, and most owners never manage it. If your dog refuses, the realistic fallback is a gel or a spray applied daily along the gum line, plus something appropriate to chew and a yearly veterinary check. Gels and sprays are not dosed by body weight, which makes them the easiest habit to keep. None of it removes tartar that has already hardened. That needs a veterinary cleaning.
